Topic: New Drug Regulations

The Department of Transportation is amending certain provisions of its drug testing procedures dealing with laboratory testing of urine specimens.  Some of the changes will also affect the training of and procedures used by Medical Review Officers. Dr. Okurowski will discuss the rules, guidelines and protocols of these new drug regulations.

When an injury or illness leads to prolonged work loss, the financial, emotional, and social costs to the disabled individual can be devastating; while the loss of productivity for the corporation is unmeasurable.  Dr. Winters' presentation will include: Key Points of a Fitness for Duty Exam (FFDE); Reasonable Accommodation and the American with Disabilities Act (ADA); and Navigating the Family Medical Leave Act (FMLA)

Chronic pain patients have three times the average risk of developing psychiatric symptoms –  while depressed patients have three times the average risk of developing chronic pain.  Dr. Panis's informative talk will discuss how to handle this dichotomy and treat people in pain who are extremely heavy consumers of medical services, even if they have no severe underlying medical illness.

  • Thomas H. Winters MD, FACOEM, FACPM, Principal and Chief Medical Officer for Occupational & Environmental Health Network (OEHN).

  • Dr. Winters has over 25 years experience in occupational and environmental medicine. 

  • Currently, Chief of Occupational Health Department at NEBH.

  • Currently, Chief of Occupational Health at Harvard Medical School (HMS), Harvard School of Public Health (HSPH), Harvard ARCM and New   England Regional Center of Excellence (NERCE). Dr. Winters is also on the faculty of HSPH as a guest lecturer.

  • Dr. Winters also serves as  Medical Director of Occupational Health for several manufacturing companies and numerous hospitals, colleges and universities throughout New England.

  • He is a former owner/Medical Director of Medsite-an occupational and primary care medicine center.

  • Dr. Winters has expertise in musculo-skeletal disease, toxic tort and radiation exposures, occupational and infectious diseases, and corporate medical consulting.

  • Dr. Winters is a Certified Medical Review Officer, Certified Medical Disability Examiner and Certified Independent Medical Examiner.

  • Dr. Okurowski is currently Medical Director at the following hospitals: Caritas Carney Hospital, Caritas Good Samaritan Hospital, Holy Family Hospital, St Anne’s Hospital and U Mass Memorial Medical Center.  He also serves as medical and clinical director of Landmark Occupational Health in Rhode Island.

  • Dr. Okurowski graduated from Dartmouth Medical School and went on to earn a Master of Public Health, Health Policy & Management/Occupational Medicine from the Harvard School of Public Health. Dr. Okurowski also has a Master of Business Administration from The Wharton School.

  • Dr. Okurowski also serves as Chief Medical Consultant for H.C. Starck/Bayer Company.

  • Dr. Okurowski is a member of numerous professional medical organizations, including the American College of Occupational and Environmental Medicine, the New England College of Occupational and Environmental Medicine, the American Medical Association, and the American College of Physician Executives.

  • Dr. Panis has over 25 years of rehabilitation experience and is currently Medical Director of the Occupational Medical Center at NEBH.

  • Currently, Dr Panis is also attending Physiatrist and Consulting Neurologist at Spaulding Rehabilitation Hospital.

  • Dr. Panis is Chief Medical Officer at World Path Medicine and has been the Utilization Review officer at Spaulding Rehabilitation Hospital, Mass Pro and Peer Review Analysis.

  • Dr. Panis has served in numerous leadership positions at Spaulding Rehabilitation Hospital, including the Home Health Advisory Committee, Stroke Advisory Committee and President of the Medical Staff.

  • Dr. Panis has taught on topics such as Neurology, Physical Diagnosis and Preceptor-Doctor Patient at Harvard Medical School, Tufts Medical School and Northeastern University.

  • Dr. Panis has numerous publications on topics that include Aphasia, Neuropathy, Pain Management, physical medicine and stroke rehabilitation.

Joe Sliwkowski, Medical Director

  • Dr. Sliwkowski received his BS in Biology from Georgetown University and his MD from Jefferson Medical College in Philadelphia, PA.  He graduated with honors at each school.

  • Dr. Sliwkowski has worked as Medical Director of Sports Medicine and Staff Physician at Braintree Rehabilitation Hospital. In 1999 he founded the Regional Occupational Care Center which became the largest occupational health provider in North Central Indiana. He also served as Medical Director of the multi-specialty group: Unity Healthcare in Lafayette, IN.

  • He then went on to work for Clarian Arnett Health Systems in Lafayette, IN as Medical Director of Occupational Health Services where he provided leadership in creating a comprehensive occupational care system involving urgent care clinics, emergency department, imaging, occupational clinic, subspecialty care, EMS and onsite services for a nine county area. Before coming to work for OEHN, he served as President of ZeroAge, a health and wellness company, located in West Lafayette, IN.

Scott Taylor, PT,
Director, Occupational Medicine

  • Scott Taylor is currently manager director of the NEBH Occupational Medicine Center, the Spine Center and Outpatient Physical Therapy.

  • Scott Taylor graduated Magna Cum Laude from Northeastern University with a Bachelor’s Degree in Health Science, Physical Therapy.

  • Mr. Taylor has presented at the Lewis Millender Occupational Medicine Conference, the topics were: The Knee Extensor Mechanism, and Clinical Cases of Successful Case Management

  • Scott Taylor’s other leadership positions have included: Manager of NEBH Rehabilitation Services including Inpatient and Outpatient departments, Physical and Occupational therapy programs.  Manager of Physical Therapy for Occupational Medicine (where he began practicing in the NEBH Spine Program, a specialty program of physical therapy for patients with cryonic low back pain).

  • Mr. Taylor has served as a volunteer for the Boston Shoulder and Sports Conferences.  He has also attended the Ryan Conference for Occupational Medicine, Maitland Manual Therapy Series (levels 1-4),  North American Institute of Manual Therapy Courses (levels 1-4), and the regular Orthopedic Grand Rounds and Sports Medicine Rounds offered by NEBH. 

  • Scott Taylor is a member of:  The Safe Lifting Committee formed to reduce risk of and exposure to potential work place injuries at NEBH; The NEBH Hospital Leadership Council; the Internal Brand Team and the American Physical Therapy Association.
